When panning for gold, seeking the precious amidst the ordinary, a prospector looks for nuggets, promising lumps of all sizes. His eye seeks morsels which, when assayed (valued in the current world economy) and refined, will produce something of greater value than the original lump. In other words, he looks for the hidden promise.
